Four dead, six injured as lightning strikes Gandhigram

MIAO, Jun 5: Four persons were reportedly killed when a lightning struck following a thunderstorm while working at a farm in Gandhigram in Vijoynagar circle on Monday at around 11 AM.

Reportedly, the incident occurred when the people were gathered to extend help in a fellow villager's farm.

At least six other persons, including students are said to have received injuries and are in critical requirement of medical attention. The administration, till the filing of this report has been making fervent arrangements to evacuate the injured.

The dead have been identified as Jalina Yobin (12), Chanisa Yobin (14), Chathaye Yobin (13) and Sholida Yobin (38).

Among the injured are four women, one man and an eight year old boy.

Air service is the only option to carry out immediate evacuations from a place like Gandhigram, which takes at least four to five days of trekking to cover a distance of over 100 kilometre to reach the nearest town of Miao. Even if a helicopter is pressed into service, the nearest helipad is about 25 kilometres from Gandhigram, and the administration is making arrangements to make a temporary landing ground.

Chief Minister Pema Khandu in a late night message said chopper service will be made available on 6th June to Vijoynagar to evacuate the injured persons. He directed the district administration to immediately provide all possible assistance to the victims.

Pema, while expressing deep sorrow over the unfortunate incident has announced immediate release of ex-gratia to the next of kin according to the laid down norms.

 While appealing to the people to be cautious during monsoon which creates havoc every year and claims precious lives, the Chief Minister advised all to be in preparedness to tackle such natural calamity.

 

 

 

Pipeline damaged in Poma, water crisis lingers on

ITANAGAR, Jun 5: The water crisis in Itanagar will take at least another five days to resolve, informed Capital Division, PHE & WS Executive Engineer, Tadar Mangku.

Speaking to this daily, EE Mangku informed that a massive rock slide at Poma has caused severe damage to the water pipeline. "The rock slide is extremely heavy and we are unable to take drilling machines to the affected site. Everything is being done manually. Our engineers, along with labourers are working hard to repair the damaged pipe," EE Mangku said.

He also informed that it will take a minimum of five days to completely restore the water supply. "We understand that citizens are facing a difficult time and therefore, we appeal to them to bear with us. Tanker services will be put in to gear to mitigate the problem. Citizens should use rain water to meet their needs for now," added the Executive Engineer.

 Every year during monsoon season, major pipelines supplying drinking water to Itanagar from Poma and Senki rivers get damaged, causing citizens to suffer in turn.  The state government needs to consider the plight of its citizens and chalk out a long term plan to deal with such situations in the future.

 

 

 

Portion of NH 415 on the verge of collapse

NIRJULI, Jun 5: A major portion of the infamous Karsingsa block point near the Tourist House washed away due to torrential rain on the night of June 3 last.

The damaged portion of NH 415 may cave in anytime and is reportedly posing threat to the life of motorists.

Meanwhile, Karsingsa ASM Kipa Taniang has appealed to the PWD and Highway departments to take precautionary measures at the block point on NH-415 between Nirjuli and Karsingsa.

He further urged the departments to start construction of a structure which may be helpful for safety and security of passersby and also to take measures to stop further erosion of the road.

 

 

 

AAPSU demands govt to convene all party meet on refugee issue

ITANAGAR, Jun 5: The All Arunachal Pradesh Students' Union (AAPSU) on Monday said that it would launch rigorous democratic movement if the state government fails to convene an all party meeting by including all the 60 MLAs and three MPs over the vexed issue of Chakma and Hajong refugees on June 10 next.  

The demand came on the sideline of its all federal unit meeting on granting of citizenship issue to Chakmas and Hajongs.

Speaking at a press conference here at the Arunachal Press Club, AAPSU President Hawa Bagang said that they are not against granting Indian citizenship to Chakma and Hajong refugees, but are against allowing them to settle in Arunachal.

Cautioning the centre from making Arunachal Pradesh a dumping ground for refugees, Bagang said that if they were allowed to settle in the state, they would soon claim all benefits of Indian citizenship, which would in turn be harmful for the indigenous people of the state.

 

 

 

 

Public resolution to scrap NHPC project in Tawang recommended

ITANAGAR, Jun 5: The Committee on Hydroelectric Power Project of NHPC Stage-I & II in Tawang has recommended to the state government for considering the resolution adopted during a public meeting in Tawang to reject the NHPC's stage-I & II projects.

In his letter to the Chief Minister, Committee Chairman Rev Thegtse Rinpoche apprised that the project affected people and other stakeholders during the meeting have unanimously resolved to reject the project.

The meeting convened by the Tawang Deputy Commissioner on February 14 this year was attended by Save Mon Region Federation (SMRF), Panchayat members, representatives from the state government and  Tawang Monastery, public leaders and the project affected people.

The committee, based on the popular resolution adopted in the meeting, urged the state government to immediately communicate with the NHPC authority and direct it to scrap its Stage-I and Stage -II projects in Tawang. It also urged the Chief Minister to communicate with the central government in this regard.

 

 

 

RGU ultimatum to govt on bad roads

ITANAGAR, Jun 5:  Raising its voice against the pathetic road leading to the state's premiere educational institution, the Rajiv Gandhi University, its student union today served a 10 days ultimatum to the state government for taking up the matter.

The Rajiv Gandhi University Students' Union (RGUSU) stated that if the state government fails to comply with its ultimatum then they would boycott the new admission of students.

Addressing reporters on Monday, RGUSU General Secretary, Prem Taba said that if any student gets affected by the boycott and that his or her academic career gets halted,  then it would be the responsibility of the state government.

Justifying their mode of protest, which would directly hamper the academic career of students, Taba claimed that they had no such intentions, but the state government's negligence has left them with no other choice.

He also informed that they have met concerned authorities and the Chief Minister himself over the issue earlier, but besides assurances, nothing else has managed to materialize.

 

 

 

Contractual NHM employees launch pen down strike

ITANAGAR, Jun 5: The contractual employees working under various programmes under the National Health Mission (NHM) launched its four-day pen down strike on Monday under the aegis of Arunachal Pradesh National Health Mission Employee Association (APNHMEA) to press for regularization of services.

The strike has been called in the backdrop of the alleged apathetic attitude of the Health Department authorities towards their demand for regularization of contractual services of 10 to 14 years, even as technical employees, including doctors, nurses, ANMs, health assistants and laboratory technicians working under the same flagship programme have been systematically regularized over the years, the Association said.

The Association also threatened to launch its second phase pen-down strike of 10 days from June 12, in case the demand was not met with.

 

 

 

CBI inquiry sought

ITANAGAR, Jun 5: The counsel for a Nerul (Mumbai) based RTI activist sought a CBI inquiry into the alleged 'violations' with respect to the plot allotted to the Arunachal Pradesh Government in Vashi, Navi Mumbai, meant for Arunachal Bhawan.

"As per information obtained by RTI activist, Sanchu Menon, there have been violations with respect to the plot," informed advocate Vinod D Gangwal, the lawyer for the RTI activist.

Based on the information obtained by the RTI activist, the lawyer lodged a complaint with the Prime Minister and eight others, including Chief Secretary of Arunachal Pradesh and Director of Industries, GoAP to conduct thorough investigations.

In the complaint letter, the counselor stated that the City and Industrial Development Corporation (CIDCO), in 1994, had allotted about 2,500 sq mts of land at a subsidized rate of Rs 372 per square feet to the Government of Arunachal Pradesh for developing its guest house-cum-emporium.

In 1997, a 60-year lease agreement was signed for the purpose of the guest house-cum-emporium. However, it was reportedly leased out to a Navi Mumbai-based developer, US Roofs Ltd, who further entered into a formal 60:40 profit sharing arrangement with another developer to develop the property commercially.

It stated that barely 10 percent of the built-up space has been set aside for the guest house.

As per the RTI activist, the letter said, recently on April 17, 2017, the Deputy Secretary (GAD), Government of Arunachal Pradesh, made an unannounced visit to the Arunachal Bhawan.

He was reportedly disheartened after witnessing the sordid state of affairs there, and submitted a brief report on May 2, 2017 to the higher authorities and to additional secretary (GAD) and the secretary/ commissioner (GAD) for their knowledge and perusal and further action /instructions in this regard.

He observed that seven very small rooms, one kitchen and one store on the second floor of the building comprise the so-called Arunachal Bhawan, which accommodates cancer patients.

"The emporium does not exist. The area of the floor where the rooms are located, is dimly lit, not ventilated, totally ill maintained, utterly neglected, stench emanates from the corners as if it were a dingy area of a slum .The rooms are in shambles."

As per his observation, the cancer patients were in a pathetic condition. They are denied access to the washroom in the corridor which is locked by the builder for reasons best known to them.

It was also informed that the USR Ltd had submitted two bills for the months of February and March 2017 to the concerned department of Arunachal Government for 'maintenance and smooth functioning of the Emporium' in the Arunachal Bhawan, which does not actually exist, as the builder usurped the space meant for it.

The bills amounted to Rs 70,36524 and Rs 72,94663 respectively.

"CIDCO vide order dated 1st January, 2016 had informed to the State of Arunachal Pradesh to vacate the plot, but Arunachal Pradesh was not aware about this order."

"In fact the builder, USR Ltd, who is operating this property worth more than Rs 350 crore, has just filed a case in Bombay High Court, and the matter is pending."

"Due to the influential approach of the M/s USR Ltd, CIDCO has not taken any steps in this regard to represent the case properly before the Bombay High Court," it alleged.

"The law officers of CIDCO seem to be in cahoots with the builders and officers of the Government of Arunachal Pradesh," it further claimed.

"Its farcical and ludicrous that the Government of Arunachal Pradesh is involved in such sleazy practice, thus it will demean the dignity of the government itself; otherwise this prestigious property which CIDCO has carved and allotted for the specific purpose to build Arunachal Pradesh Bhawan would not have been sold to the private builder," the letter said.

"Since there is involvement of huge amount of more than Rs 350 Crores, enquiry must be initiated against the builder, officers of the Arunachal Pradesh Government through CBI or through some other independent agency," it demanded.

"In fact, there is no mention of the state government guest house in the building," the letter said, adding that, visitors to the Arunachal Bhawan are barred from the reception area.

The entry is allegedly from the back and even the security guard at the exit gate is unaware of the location or existence of the Arunachal Bhawan, it further claimed.

"The builder USR Ltd has given property to jewellers and other big business entities on lease and continuously getting huge rent of the property, even all the bills of maintenance is paid by Government of Arunachal Pradesh."

According to local realtors, the current market rate for commercial property in the region is Rs 25,000 to Rs 350,000 per sq ft.

 

 

 

Plantation, awareness prog mark World Environment Day

ITANAGAR, Jun 5: Massive plantations and awareness programmes marked the World Environment Day observation in Arunachal, on Monday.

Chief Minister Pema Khandu joined the school children in a tree plantation programme at Art of Living campus at Jollang village, organized by the Department of Forest and Environment and Climate Change.

About 200 students from six schools planted more than 300 saplings, mostly fruit bearing ones.

"When children are made part of nature conservation efforts, it has positive impact in their life," Pema said, while expressing happiness at the participation of school children, and asked the Forest Department to conduct nature conservation programmes in schools and colleges involving the students.

"Our tribal culture is deeply intertwined with the nature - be it the puja or our way of living. Each tribe has unique relation with their natural environment, which makes our culture inseparable from nature," he said.  

"Arunachal is known for its green cover, which enables us to receive extra grants from the Centre," said the Chief Minister and called upon the people to protect the nature.

He discouraged unplanned destruction in the name of development and urged all the departments to see that the development activities have minimal impact on nature.

"When nature thrives - we all live - else we are doomed," said the Chief Minister.

Earlier, Deputy Chief Minister Chowna Mein said that this year's theme "Connecting People to Nature" is quite appropriate. Narrating how human beings have disconnected from nature with the passage of time in the pursuit of development and comfort, he said "We have degraded abundant natural resources through our own degrading activities, like rampant forest cutting, hunting and fishing".

He pitched for restricting hunting and fishing in "shrine areas" in the state and also to ban rampant fishing by means of explosives, poison, electric shocks and other such activities.  He also said that Kamlang Tiger Reserve is deteriorating day by day, and needs to be protected from further deterioration.

Parliamentary Secretary for Forest and Environment, C T Mein also stressed upon the need to protect and save forests and to plant more trees to ameliorate the environment. Chief Secretary Shakuntala Gamlin elaborated on the environmental issues concerning the climate change and measures to combat climate change.

PCCF Omkar Singh highlighted the meaning and importance of this year's theme "Connecting People to Nature" of World Environment Day, 2017.

Later, the Chief Minister distributed prizes to the children who won in the essay and drawing competitions. He also released a book, 'Orchids of Arunachal', a newsletter, 'Arunachal Envis' and a pocket book of laws for forest officers.

Earlier in the morning, the Chief Minister and others also took part in a tree plantation programme at Hollongi, followed by inauguration of Forest Check Gate at Hollongi, where the Chief Minister addressed the people of the area on importance of conservation of nature.

Minister of UD & Town Planning, Nabam Rebia, Parliamentary Secretary for Agriculture & Fisheries, Tatung Jamoh and Arunachal Pradesh Forest Corporation Chairperson, Talo Mugli also attended the programme.

World Environment Day was also observed in different parts of the state by various educational institutes, government establishments, organizations and NGOs.

At Aalo, the Forest Division, in collaboration with the army and civil administration organized plantation drives at Aalo, Kamba, Kaying and Tato to mark the day.

Brigadier J S Budhwar, Station Commander, Aalo inaugurated the drive by planting a tree at Aalo Military Garrison. Abhinav Kumar, District Forest Officer, Aalo with his staff took the initiative to plant ornamental trees like gulmohar, nahar an ajar along the roads leading to Mechuka and Pangin.

At Tezu, a mass tree plantation drive was organized from Club Road to GHSS gate, followed by a film show at Amik Ringya hall. Around 60 students from four different schools participated in the programme.

Highlighting the theme 'Connecting People to Nature', Lohit Deputy Commissioner Danish Ashraf said the theme is apt especially for our state as the indigenous tribes of the state have always lived in harmony with nature.

Chief Conservator of Forest Dr K Kire said that every individual should have the responsibility towards nature and its conservation. Every day should be celebrated as WED to remind ourselves of its importance, he opined.

Later, 10 seedlings were distributed to each school to plant in their school campuses.

At Ziro, the day was observed creating awareness among the public about the importance of protecting the environment and managing solid waste. Emphasis was given to segregation of biodegradable and non-biodegradable waste at the source.

Similar awareness was also organized at Raga Town.

The Botanical Survey of India (BSI), Arunachal Pradesh Regional Centre, Itanagar and Zoological Survey of India, Arunachal Pradesh Regional Centre, Itanagar jointly celebrated World Environment Day at the BSI office premises.

Parasnath, Commandant, 138 Bn CRPF, Itanagar  and Dr V K Rawat, Scientist & Head of Office, BSI, Dr S Gurumayum, Scientist, ZSI, Itanagar, Dr M K Kandwal, Scientist, BSI, Itanagar and other scientists from both the organizations shared their views on the aspect of environment and its conservation.

A tree plantation programme and drawing competition among the school children were organized to mark the occasion.

Joining the rest of the world, the ICICI Tawang branch organized a plantation drive in collaboration with Social Forestry Division, Tawang.

The forestry team led by Tawang DFO, Dr Abdul Qayum Siddique and the bank team planted around 50 saplings near Kalawangpo Convention Hall. Public leaders and students from Kendriya Vidyalaya Tawang also participated in the drive.

At Miao, the students and staff of most of the 45 schools under Newman Educational Society, across eight districts of east Arunachal Pradesh planted saplings around the school campus to observe World Environment Day.

"These trees will not only help improve the environment but also make you feel proud of visiting your school in the future and will make you feel nostalgic", said Father Felix, the Principal of Newman School Neotan.

At Bomdila, Deputy Commissioner Sonal Swaroop led the public in celebrating the day. The Deputy Commissioner reiterated the importance of nature and its preservation and propagation. She said that the existence of mankind depends on nature. The follies of people have led to global warming and climate change, she said.

She urged the people to take a step ahead for a secured future and go for mass plantation.

DFO Tasso Sira highlighted the importance of the occasion and called on officers and NGOs to imbibe 'Each one plant one' and to motivate the staff and the students to make the world a better place to live in by planting trees as and where needed.

A total of 800 cupresus, chirpine, maple and cryptomeria saplings were planted on the occasion. Another 200 saplings would be planted, making the college campus a green house and an example of nature conservation.

On the occasion, a plantation programme was also organised at NHPC Dibang Multipurpose Project (DMP), Roing. Ramesh Kumar, Chief Engineer, DMP, along with all senior officers and other employees led the half-a-day long plantation programme by planting different types of saplings at the premises of Government ITI, Roing. Students and staff of the ITI also actively participated in the programme. The event was coordinated by the Department of Environment, DMP.

Celebrating the day, the North Eastern Police Academy planted various kinds of 3000 saplings in the campus.   The plantation drive was conducted under the guidance of N K Gurung, Additional Director NEPA, keeping in view the alarming issue of global warming and to counter the land-slides, deforestation, and to maintain an eco-friendly campus for police trainee officers.  

SAI SAG Centre Naharlagun also celebrated World Environment Day by organising a plantation programme.

At Hawai, the District Administration, in collaboration with the Department of UD & H, observed the day by organizing a special awareness campaign on segregation of domestic solid wastes into biodegradable and non-biodegradable separately at the source.

In Anini, Deputy Commissioner Tamune Miso took part in a plantation drive conducted jointly by the army and Arunachal Scouts at Koyla Basti. The DC urged the jawans to plant more trees and protect the environment. He also emphasized on the importance of maintaining cordial relation between army and the civil administration.  The DC along with the District Forest Officer and administrative officers also took part in a similar drive at ITBP camp.

 The DWNCES & Kerah Trust, in collaboration with WII, Dehradun organized a programme at the circuit house, wherein a drawing competition was held for student of different schools of the district. A documentary 'The Wild Meat trail' by Rita Bannerji and Shilpi Sharma on the effects of hunting on environment was also screened on the occasion.

At Boleng, a door to door awareness campaign on source segregation of municipal solid waste-cum-Plantation drive was organised by the Department of UD and Housing on the occasion.  A team led by Deputy Director UD & H, Sonkoli Sonam demonstrated how waste generated in every household can be segregated into biodegradable and non-biodegradable waste right at the household level for easier collection, transportation, treatment and subsequent disposal of the generated waste while protecting the environment.

Anjaw Deputy Commissioner in-charge Rupir Siboh expressed concern over global warming due to environmental pollution and advised everyone to contribute to maintain a pollution-free environment.

The difference between biodegradable and non-biodegradable waste, its separation at source and disposal etc were also explained on the occasion.

Meanwhile, DIPRO informed that road connectivity between Hayuliang and Hawai was disrupted due to incessant rain, and hampered the restoration work.

 

 

 

Taja Yaying becomes first PhD holder in Mathematics

ITANAGAR, Jun 5: Taja Yaying became the first PhD holder from the state in Mathematics for his thesis titled, "Study on Arithmetic Summability and its Applications".

Dr Yaying, who conducted his research under the supervision of Professor Bipan Hazarika, Department of Mathematics, RGU, was conferred the PhD by the Rajiv Gandhi University, Rono Hills, Doimukh recently.

Apart from being the first PhD degree holder from the state, Dr Yaying is also the first Chancellor's Gold Medalist of the department, which he received in 2012. He has also published four research papers in reputed international journals.

Born to late Tayi Yaying and Yapet Yaying of Gaming Village, in Siang district of Arunachal Pradesh, Dr Yaying is currently working as an Assistant Professor in Dera Natung Government College, Itanagar.

 

 

 

Ambulance and hearse for Yatdam PHC flagged off

CHANGLANG, Jun 5:  An ambulance and a hearse meant for Yatdam Primary Health Center (PHC) under the District Hospital was jointly flagged off by Parliamentary Secretary for DoTCL, Tesam Pongte and Changlang Deputy Commissioner, Wayong Khimhun on Monday.

Dedicating the ambulance to the people of Yatdam Circle, the Parliamentary Secretary hoped that it would help provide better health services to the people of the circle. Pongte suggested keeping the ambulance stationed at Yatdam PHC to ensure prompt service to the patients. However, he also suggested keeping the hearse with District Hospital, Changlang for general use.

Responding to a memorandum submitted by Medical Superintendent, Dr H Tangjang and Yatdam In-charge MO, Dr. M Ngemu, the Parliamentary Secretary said that proposals for repairing of mortuary, placement of manpower etc, have already been submitted to the government.

Later, the Parliamentary Secretary inspected the under construction building of District Hospital, Changlang, implemented by the PWD, Changlang under MsDP and asked the department to fast track the construction work by maintaining quality. (DIPRO)

 

 

 

Awareness prog on digital banking held

KHONSA, Jun 5: An awareness programme on digital banking and cashless transaction was organized by the Tirap District Administration, in collaboration with Khonsa SBI branch at the circuit house on Monday.

Deputy Commissioner in-charge, Techu Aran emphasized on the importance of cashless transaction and digital banking. 'Digital banking system minimizes the use of hard cash. A bank customer does not need to stand in queue for long time in the banks under the system', he said, and further urged all government revenue generating departments to go cashless and opt for digital realisation to help curb revenue pilferage.

The SBI resource person gave a power-point presentation explaining all the details of digital payment methods, like internet banking, SBI Quick, BHIM, BUDDY, USSD and other modes of cashless transactions to the public and government officials present in the programme. (DIPRO)

 

 

 

Felicitation-cum-career counseling prog for meritorious students conducted  

ITANAGAR, Jun 5: The Capital Complex Administration organized a felicitation-cum-career counseling programme for students that have cleared their class 12 examinations, in the DC's conference hall here on Monday.

During the programme, the class XII students who have secured first, second and third positions in the recent CBSE board examinations in different streams were felicitated and awarded cash prizes of Rs 8000, Rs 5000 and Rs 3000 respectively as a token of recognition and encouragement.

The felicitated students are: Arts Stream - Aman Tabom (93.80 %) of VKV Itanagar; Sitara Kumari (91.61%) of KV No. 1 Naharlagun and Lobsang Pema (89.60%). Science Stream- Abhishek Kr Gupta (92.80 %) of Kingcup Public School; Oying Pertin (92 %) of Gyan Ganga Vidyapeth, and Rohit Singh of VKV Itanagar and Byabang Amin of Green Mount School (both 91.20%). Commerce Stream - Ringam Tali (84.24 %) and Sonam Tsetan (83.80 %) of VKV, Nirjuli and Argha Chaudhury (79.40%) of KV No.1.

Capital Deputy Commissioner, Prince Dhawan advised the students to choose their profession wisely to excel in their career.  

During the counseling programme, resource person Dr Rajen Pudur, Assistant Professor cum HoD, Department of Electrical Engineering, NIT, Yupia gave a power point presentation on the technical procedure of various career options in different streams.

'Do not hinder Parsi Parlo to Damin PMGSY road project'

PATUK, Jun 5: In a recent public meeting at Patuk regarding the PMGSY road project from Parsi Parlo to Damin, the Parsi Parlo Area Development Committee (PPADC) appealed to all to desist from creating any hindrance on the ongoing project.

The house, which saw the participation of PRI members, youths, gaoh burahs and general public, agreed that the PMGSY road project from Parsi Parlo to Damin, being executed by the TTC Infra Limited Company and its executing agency RWD is a vital project, and when completed, would benefit people of both the circles.

It was also decided that anyone causing damage to the work executing company's machines or machineries with intent to stop the ongoing road project would be liable to pay the cost of the same, while legal action would be taken against any person found creating law and order problem at the work site.

PPADC Chairman, Dare Logung also appealed to the PRI members, youths and general public of the two areas to extend all possible help and cooperation to the road executing agency.

 

 

 

State level U-17 Khelo India competitions begin

ITANAGAR, Jun 5: Around 1560 participants from 20 districts are taking part in the three days State Level Annual Sports Competitions for U-17 under the Khelo India programme, organized by the Directorate of Sports, in Association with the Sports Authority of Arunachal from June 6 at Sangay Lhaden Sports Complex, Chimpu.  

The participants will take part in various sports disciplines, including athletics, archery (Indian round), badminton, boxing, judo, taekwondo, table tennis and weightlifting under the Khelo India programme.

Medal winners in various disciplines will be awarded cash prizes, according to an official release.  

The Central Government had merged the Rajiv Gandhi Khel Abhiyan (RGKA) and two other sport projects launched by then UPA regime -Urban Sports Infrastructure Scheme  and National Sports Talent Search Scheme under the Khelo India Programme for development of sports.

A meagre allocation of Rs 65.66 lakhs was provided by the GoI for the said competition, the release said.  The Khelo India competitions will provide a platform to the budding talents to compete at the national level. Talent identification would also be done in the process for grooming them to achieve excellence at international level, the release added.

 

 

 

India's Longest Bridge: A Strategic Asset or Beyond?

ITANAGAR, May 5: India's longest bridge, Dhola-Sadiya, which was inaugurated by Prime Minister Narendra Modi on May 26, 2017, is perceived by many as a strategic asset, but it is beyond that. The bridge, spanning over 9.15 km is built over Lohit, a tributary of the Brahmaputra River in the Assam-Arunachal Pradesh border; connects Dhola in the north bank and Sadiya in the south bank. It serves as the lifeline of connectivity between Upper Assam and Lower Dibang Valley, Dibang Valley, Lohit and Anjaw districts in Eastern Arunachal Pradesh.  What's more! The bridge could be a catalyst to protect India's security and economic interests in the eastern sector vis -a -vis China as well.

Strategic Implications: The bridge is significant from strategic perspective, given the nature of controversial Chinese claims over Arunachal Pradesh. Recently, China renamed six places in Arunachal Pradesh on its official map and called them as part of Southern Tibet in a payback mode to Dalai Lamas' recent visit to Tawang in Arunachal Pradesh. Such types of Chinese assertions have created a strategic dilemma among the security analysts in India.  In this context, Dhola-Sadiya Bridge in India's eastern frontier is viewed as a strategic counterweight to Beijing.  This is the   third  bridge   over  river Lohit after the Parasuram Kund and Alubari bridges, which in the opinion of many , can  reinforce the army movement in the border areas of Walong, Kibithoo and Chaglagam  in Anjaw district, as well as Anini, Mipi, Damben, Bruini and Maline in Dibang Valley district. Moreover, strategic experts emphatically believe that its engineering marvel has the capacity to resist 60 ton battle tanks and can give logistic support to the deployment of army in the border areas of Arunachal Pradesh. On the defence point of view, Subir Bhaumik, a prominent Northeast watcher mentioned, "Dhola -Sadiya Bridge will boost India's military logistics capability to beef up defenses in Arunachal, especially the eastern part of the state. India's real problem, vis- a -vis China is the ability to deploy formations from the rear to the battlefront -the mobilization time is far longer than China's which has the benefit of a flat terrain in the Tibetan plateau and also much superior surface transport infrastructure in Tibet.  Now, with bridges such as these - one at Bogibeel is also nearing completion- India's ability to move formations from the rear to the battlefront will be augmented sharply. Add to that the development of the advance landing grounds or ALGs and the procurement of modern high volume transport aircraft that has improved our strategic airlift capability, this is something our army will welcome." Quite akin to this, Lt General (Rtd) J R Mukherjee viewed, "The new bridge would significantly assist in terms of improving Indian defence capabilities in border areas of Arunachal. It is a strategic asset."

Economic implications: Notwithstanding its strategic domain, the bridge has economic implications for the people of Lower Dibang Valley, Dibang Valley, Lohit and Anjaw districts. It will create opportunities for them to have direct trade dealings with the wholesalers of Tinsukia and Dibrugarh for any kind of trading venture and free the economy from the shackles of middle men involvement.  Moreover, it will create space for market economy and involve free flow of technology, knowledge and investment; paving the way for indigenous entrepreneurship in the region. It will also ease the transportation of construction equipments for power projects and generate employment opportunities in the tourism sector. In a way, it would reduce dependency upon white-collar jobs.

The bridge also has deeper economic connotations in terms of cross border trade and economic collaborations. It is pertinent to mention that Anini and Kibithoo are less than 300 kms away from the bridge point.  In case of border trade, Indian industries can have easier and faster access to tap the South western and South Eastern Chinese markets through Roing-Anini-Damben-Bruini  (Lower Dibang Valley and Dibang valley districts) and  Tezu- Walong -Kibithoo routes (Lohit and Anjaw districts).  As, Lt General (Rtd) Mukherjee said, 'Tezu - Hayuliang - Walong - Dichhu pass - Rima is the shortest route to mainland China and offers tremendous potential to both Look and Act East for the entire region, provided the Indian Government wishes to do so." He mentioned, "With the current state of Sino Indian relations - in my view it is most unlikely that the Kibithoo route would be opened for border trade in the foreseeable future. The bridge would however result in more trade between Assam and Arunachal."

Hence, the need of the hour is to break the Indo- China jinx over the boundary row and prop up the geo-economic corridor through cross border collaborations. India has to open up its frontiers to boost its economy and China has to reciprocate in a similar way. And if trade booms up, it may draw a different landscape in their bilateral relations. China needs India to expand its trade in south Asia, and India on the other hand requires goodwill of the Chinese to penetrate into South East Asia. In this context, India -China cross border engagement paradigm will defuse the tension in the Eastern sector heralding a new relationship between the two Asian giants in the 21st century.

Death mourned

ITANAGAR, Jun 5:  The Abu Rikam Charitable Society (ARCS) has deeply mourned the demise of Head Gaon Buri (HGB) of Sagalee Township, Techi Nabam Rich, who passed away at the age of 56 after a brief battle with cancer on June 2 last.

In a condolence message on Monday, ARCS Chairman Nabam Laya recalled the late Gaon Buri as a generous and helpful person who was also a bold decision maker.  The Society also prayed for the eternal peace of the departed soul.

 

 

 

Selection trials begin at RG Stadium

NAHARLAGUN, Jun 5: The selection trial to select the state junior team for Junior National Women Football Championship began at Rajiv Gandhi Stadium, Naharlagun on June 5.

Interested players born between January 1, 2000 and December 31, 2003 are advised to bring with them birth certificates and Aadhar cards to attend the selection trial which will continue till June 10.

The national championship will be held from July 1 to 10.

Media under attack

This morning as everyone was getting ready for the day news came that CBI has conducted raids in offices and home of NDTV founder Prannoy Roy over allegations of defrauding a bank. The incident comes just few days after BJP spokesperson was told by an NDTV anchor to leave show on air for his abusive behavior. NDTV for years has been target of BJP and greater Sangh parivar for its liberal view. Infact often it is cited as last remaining bastion of liberal media in India. Therefore naturally it became target of Narendra Modi led BJP govt.

What worries people most is the way raid was conducted with malafide intention of harming image of NDTV and trying to intimidate its journalists. It is shocking that the CBI conducted searches on the NDTV offices and residence of the promoters without even conducting a preliminary enquiry. It is a blatant political attack on the freedom of the press. On their part NDTV clarified that it has never defaulted on any loan to ICICI or any other bank and stated that it adheres to the highest levels of integrity and independence. Such kind of vindictive action by ruling BJP regime is against the spirit of Indian democracy. It is clear that independence and fearlessness of NDTV has unnerved the ruling party. They are resorting to intimidating tactics using CBI to coerce NDTV to toe into line. Strangely most of the media houses remain silent and did not even report about the incident. However Editors Guild has condemned the move. Hopefully media fraternity will join hand together and fight against such evil design of targeting press.

Transfer out teacher who overstay in one place

Dear Editor,

This time state government seem serious about streamlining the education sector by rationalizing the transfer and posting of teachers. Here we would like to inform the concerned authority of Lower Subansiri district that in Ziro- I block that there are many SSA teachers who are posted in the particular schools for last 7 to 8 years. Not only this, there are many SSA teachers who have never been transferred out to other school since their appointment in that particular school.

These teachers can be seen busy in political activities and in public affairs, whereas they cannot participate in political affairs as they are bound by service rules and regulation.

When government servant overstay in a particular place of posting, they start neglecting their duty and try to establish relation with politician to get some advantage. When employees of any other department neglect duty their negligence can be rectified later on but when a teacher neglect duty, their negligence is non-repairable and it can cost life of the students.

Recent poor performance in AISSCE exam should be an eye opener for the concerned authority. Therefore we common public of Ziro- Block through this esteemed daily appeal to the Deputy Director of school Education Lower Subansiri district to transfer out those teachers  who are  posted in one particular school for more than 5 years.

Terrorizing people in the name of Gaurakshak

Dear Editor,

Through the column of your esteemed daily I would like to write about ongoing circumstances of India. At the very outset a question revolves, isn't the assumption of the Hindus that India now has become the land of the Hindus is erroneous? Certain law to ban cow slaughter is arising though this thing is not a new issue. Every day we hear about many brutal incidents linked with this issue. Videos recorded and uploaded in social media show how brutally the Muslim fellows are beaten by some people with the title “Gaurakshaks”. The Hindus are acting outrageous in the name of cow slaughter.

 The demand for cow slaughter is not a new one. During initial independent days this issue was among the major concern. "How can I force anyone not to slaughter cow unless he is himself so disposed? It is not as if there were only Hindus in the Indian union. There are Muslims, Parsis, Christian and other religious groups here.” This is an excerpt from Gandhi's prayer discourse of July 25, 1947. The Wire first published this article on Gandhi Jayanthi in 2015, in the light of the shocking incident in Uttar Pradesh, where a Muslim family was attacked by a murderous mob on the suspicion that they had some beef in their home. Doesn't it mean coercion against those Indians who are not Hindus? What if it happens in our state tomorrow?

Some prosperous Hindus encourage cow slaughter. True, they do not do it with their own hands. But who exports cows to countries like Australia and other where they are slaughtered and whence shoes manufactured from cow hide are sent back to India? In villages Hindus makes bullocks carry huge load which almost crush the animals. Does not it hurt the animal?

Education scenario of Vijoynagar area

Dear Editor,

A delegation of All Yobin Students Union (AYSU) called on the education minister Honchun Ngandam, on Sunday in the presence of WRD minister Kamlung Mossang. The education minister gave a patient hearing to the problems and challenges the student community particularly is facing due to the unavailability of educational facilities in Vijoynagar area. The local MLA Mossang also confirmed about the challenges and added that due to shortage of teachers, he had been supplementing through the MLALAD fund.

The minister made very specific commitments to upgrade Govt. Upper middle school in Gandhigram village. And finally, all the facilities required to make educational system work efficiently will be provided with special provision.
